ECHA to screen all Registration dossiers by 2027

An action plan to check each Registration dossier

Since 2018, ECHA has been using an algorithm allowing them to filter all the registration dossiers for tonnage bands above 100 tonnes per year. This algorithm groups substances according to their structural similarities and the information provided. Each group of substances is then manually checked and the dossiers are sorted out according to the priority of the regulatory actions to be carried out.

ECHA’s action plan is divided into several phases:

  • By the end of 2020, ECHA will have manually checked all the groups of substances registered at high tonnage bands and determined if they are of priority in terms of risk management;
  • At the end of 2021, ECHA will have adapted its screening method for lower tonnage bands;
  • By 2023, ECHA will have checked all substances registered at more than 100 tonnes/year
  • In 2027, all substances registered before the 2018 deadline will have been manually checked too, no matter the tonnage.

Some studies carried out by ECHA and by the German risk assessment institute showed that a large number of dossiers remain non-compliant with REACH requirements, the European regulation on the Registration, Evaluation, Authorisation and Restriction of chemicals.

The reasons of this absence of compliance are numerous but the consequences are the same: the impossibility for the company which carried out the registration as well as for its downstream users to take the necessary safety measures, exposing workers, consumers and the environment to a potential risk.
