ECHA's Action Plan for REACH Registration

ECHA (European Chemicals Agency) has planned an action plan regarding REACH registration dossiers. The aim is to screen all dossiers by 2027 and to conclude for all registered substances:

  • if they are a priority for chemical risk management,
  • if they are currently of low priority for further regulatory action,
  • if more data is needed to make a judgment.

For registration dossiers of more than 100 tonnes/year, the aim is to review all of them by 2020. If you receive If you receive, this is therefore quite normal and due to the screening of dossiers by ECHA.

In addition, ECHA intends to check the compliance of 30% of the substances, which corresponds to 20% of the registration dossiers. The Agency plans to check all dossiers for which more data is required. It is therefore essential to keep your registration dossier up to date and to pay attention to ECHA's communications.

Lead and Member Registrants requirements

Once a registration dossier has been completed, the obligations of the registrants do not stop there. Indeed, whether you are a member registrant or lead registrant, you will have to manage the compliance of your dossier and keep it up to date.

It is the responsibility of the lead registrant to respond to ECHA, to establish new tests, to update the substance composition (e.g. in case of new impurities), etc. However, member registrants also have obligations: they must also manage the compliance of their dossier with their uses (ensure that the tonnage band matches their own, update the composition if necessary, confirm that all uses in their supply chain are covered, etc.).

Finally, a CSR (Chemical Safety Report) is required for all registrations above 10 tonnes/year and for hazardous substances. This is the report that contains the risk management measures specific to each exposure scenario, for each use.
